How to Execute Capture Plans and Shape Requirements

Use capture to decide how the organization can compete before proposal production begins. Keep the strategy current, make investment decisions explicit, and transfer the supporting evidence with the plan.

Start here. Build the foundation.

    After a bid decision, create a dated capture plan covering mission need, win themes, customer evidence, teaming, solution direction, milestones, risks, and owners. Revise it whenever material intelligence changes the strategy.

  • Writing the plan once. Update it whenever new agency or competitor evidence changes a decision.
  • Calling an unsupported claim a differentiator. Link it to verifiable capability and competitive evidence.
  • Missing a permitted input deadline. Prepare substantive mission-linked input through the official process.
  • Treating requirement shaping as unrestricted influence. Use sanctioned channels and preserve the submission record.
  • Raising win probability because of sunk cost. Rescore from current evidence and allow a stop.
